When considering the implementation of a professional development initiative, the context and culture of the school must be the first consideration. At best, it is futile to offer training that is needed if it is not wanted. At worst, it is harmful to the social health of an organization. This paper proposes the use of a standard assessment in order to measure and improve the accuracy of student placement.
